Morito Katsuru was a bushi of the Ox Clan. He traveled around the Empire with his budoka, the heimin Nozomu, harassing criminal cartels. Katsuru first had noted if the local magistrates were corrupt, complacent, or trustworthy, and let them to finish off the criminals while the couple were already far away. After hearing of dreaded Nazo Mori, Katsuru moved in, expecting to find a bandit gang behind the veil of those strange occurrences there.
