The user flows the moisture in the air only to their hands and focuses it the center of the palm. The shinobi thrusts their palm out in front of them and releases the moisture as a pulse or a "shell" of water particles that are usually too small to see. The water particles can hit opponents with tremendous force depending on the amount of chakra and water particles to knock them away and off their feet and sometimes before they notice what hit them if the user is fast enough. The technique can be very powerful and inflict a lot of damage in the hands of a master.
