Manitoban Republic was a star nation that fought a nasty war against the Kersey Association. (HH6) During the war, the Kersey military used convicted Manitoban murderers as improvised military personnel; and claimed that, if captured, the prisoner's new status as a prisoner of war prevented the Manitobans from executing their sentences. This resulted in the amendment of the Deneb Accords to include Section 27, Subsection 41, giving a star nation the right to execute sentences on prisoners of war that predated the conflict in question.
