Kei Noriko (刑・典濃, Noriko Kei) is a Human who has an unknown Shinigami heritage. He is a Fullbringer, due to the transfer of Hollow energy during his mother's pregnancy. He currently hasn't managed to manifest his latent Shinigami powers yet so he protects his hometown along side Ryōga Jōkaihan.
