Sir Barnabas Kew was a Manticoran citizen and a permanent undersecretary of the Foreign Office. In 1922 PD, he served as a special envoy to the Republic of Haven during Admiral Honor Harrington's negotiations with President Eloise Pritchart. (HH12)
