When communism started to spread over Thailand. I think it's important to note that many of the bombs the US dropped in Laos are still there and live. They cause deaths and dismemberment sometimes but, at the moment, not too many since the population density around those areas is quite low. But Laos is growing rapidly and the problem posed by these may grow very quickly in the near future.
