Thomas Penn Gaskell (1841-3 May 1928) was a civil engineer, railway company director and local politician. Born in Paddington, he was the son (and one of ten children) of William Penn Gaskell (1808–82), a radical politician and landowner in Buckinghamshire and Mary née Hobbs (although the couple only married in 1842). The middle name "Penn" denoted his descent from William Penn, founder of Pennsylvania. He qualified as a civil engineer in 1868 and became a Member of the Institute of Civil Engineers with a practice in Westminster. Author of a number of books.
