Captain's Cards are special passes that are given to all astrosaur captains by the DSS that allow the holder to travel almost anywhere on DSS territory, even the top-secret SSSS-One. In Revenge of the FANG, Teggs is forced to break into SSSS-One by the FANG and uses his own Captain's Card to gain entrance into the space station. Damona, the captain of the DSS Herbivore, presumably owns one, too.
