The Commission of Operations was the administrative arm of the Imperial Security Bureau. Based out of the ISB Central Office in Imperial City, the Commission would transmit assignments to the Sector Officer in charge of the relevant operational branch. Operations conducted between branches in the same sector or cross-sector operation were coordinated by the Commission of Operations.
