The Splashmaster 2000 is a common garden hose. It's equipped with a nozzle for powerful bursts. Muggles (and the Folio Bruti) qualify it as an "excellent garden hose". Arthur Weasley gained possession of such a hose and charmed it to act like a snake. In fact, in Harry Potters first visit to The Burrow in 1992, the Splashmaster 2000 splashed and attacked him like a snake.
