Charles Burr was an Umbrella researcher who then joined the Steel Chariots bioterrorist organization as one of its lead researchers. He was in charge of the Jötunheimr laboratory on an unnamed island in the Atlantic Ocean, and was the first lead scientist of the Steel Chariots to experiment with the Hyper-evolution virus.
