Mercy is forgotten by the soldier. It is drilled out of thier heads and considered a trait associated with weakness. It makes killing easier. But merciless cannot describe all soldiers. Simply killing without feeling isn't enough for those who are ruthless, they are the kind of person who would kick a puppy then laugh. Luckily there aren't to many of these people around.
