Isabella Cortez is a NCIS Special Agent who was the first Agent present at the crime scene in Outlaws and In-Laws (episode). Cortez later accompanied Senior Agent Leroy Jethro Gibbs and NCIS Director Leon Vance to the home of Gibbs's mentor, former NIS/NCIS agent, Michael Franks.
