If you mean changing from One-Handed skills to Dual Wield, for example, then this depends on the type of weapon you have equipped. One-Handed weapons will allow you to learn new One-Handed skills. Dual Wield weapons (Use 2 One-Handed weapons) will allow you to learn new Dual Wield skills, and so on.
