Kitsuki Emishi was a traveling magistrate of the Dragon Clan. In 1123 he was sent by the Dragon Clan Champion Togashi Yokuni to Otosan Uchi, to command the immediate withdrawal of Kitsuki Yaruma, the Dragon liaison to the Imperial Court. Before they were able to meet, Yaruma was found dead by seppuku and Emishi swore to solve the mystery before he left the Imperial City. The next day the Scorpion Coup was unleashed.
