There obviously was central planning for the parts Ryan built (and coordination with others who put their fortunes into building THEIR chunks of Rapture) The terrain itself was a limitation. Solid Rock is good to build on to anchor structures properly , while plains of silt and debris rock are problematic. Connections to other buildings and transportation infrastructure would need to be made at various points.
