Lord Henry Montaigne, Earl of the Tor, was a Manticoran peer of the realm. He was the younger brother of Lady Catherine Montaigne, Countess of the Tor. When she renounced her title so that she could run for the High Threadmore seat in the House of Commons, the title passed to Henry. Henry was married to George Larabee's sister. (HH10)
