These are not generaly sold directly from the Item Mall but given "Free" as part of Item Mall Promotions/Events, usualy something like "Buy 5 Knockout Nostrums and get 1 Best Armlet FREE!" type deals. They are Tradable Items though so also can be bought/Traded from other players -for a high price, they are Best after all...
