Rom-Nex was a criminal warlord from Val-Kar's homeworld who was banished from his own planet. He assembled a vast invasion fleet which he planned to use to take over Earth, but he is stopped by the Justice League of America after Val-Kar betrays him by informing them of his plans. He was captured and taken to prison.
