James Meyers was the leader of a gang that included Joey Vittorio and numerous other people who had served time. After learning that Joey had kept some diamonds for himself, James decided to lure Joey out of hiding by staging a robbery at Quantico Naval Base and during the hostage crisis, Joey's father, Ray Vittorio was killed. In the shootout at the funeral, the NCIS Major Case Response Team led by Leroy Jethro Gibbs killed James and two other associates of his group while it's presumed that Joey was eventually imprisoned.
