The Raccoon City Police Department was heavily funded and influenced by the Umbrella Corporation. This proved to be detrimental when Jill Valentine, an officer in their elite Special Tactics and Rescue Squad, was attacked by a zombie in the Arklay Mountains. Despite the reliability of the officer, the RCPD was forced to suspend her when she began linking Umbrella to the attack.
