The People's Occupation was an Insurrectionist organization based on Reach. Before the discovery of Covenant forces on the planet, ONI suspected the ultra-radical wing of the organisation was responsible for the comms blackout at Visegrád Relay, and asked Vice Admiral Hieronymus Michael Stanforth to return to Reach to deal with the problem. The group was likely destroyed during the Fall of Reach.
