Zayra was a Bajoran who lived on Deep Space 9 and operated the Transit Aid Center in 2369. In 2369, Zayra led a group of Bajorans in an anti-Odo hysteria because he believed Odo had murdered a fellow Bajoran named Ibudan. He and his mob threatened Odo with bodily harm. The situation was resolved when it was discovered that Ibudan faked his own death to frame Odo who had arrested him many years prior. (DS9: "A Man Alone")
