Thomas Bagby is the Records-keeper in the Central Territorial Census Office housed in basement B4 of the Territorial Headquarters Building in Chicago, Illinois. He is a vampire enrolled in the Vampire Behavioral Therapy Program, and nearly relapsed when Alexandra Quick snuck into the records-center in April of 2008. Quick wrote him a letter of apology as part of her detention for the break-in.
