James Winston "Jay" Haviland (born February 12, 2949) was the 38th Governor-General of New Englia as well as the former Secretary of Foreign Affairs. He is from East Dovani Province and is a College of Marion and Stulburdge where he majored received a Masters degree in International Affairs. After graduating, Haviland worked at the Woodburn Intstitute for 4 years before teaching at his alma mater for 2 years and marrying Martha Curtis in 2979. Haviland was selected in 2983 by then Foreign Affairs Secretary Benjamin Riles-Scott to be the deputy. Haviland remained at the position until 2990 when he was selected to replace Benjamin Riles-Scott who had become the Governor-General.
