Iuchi Kesu was a Unicorn Clan shugenja, a direct descendant of Iuchi Kesu, the founder of Hisatu-Kesu. Kesu was made the governor of the city in 1156. He was young and inexperienced to rule such a city, but proved himself capable and talented. Many people believe that Kesu was capable of eradicating the crime and corruption that plagued his city, although he was not so sure.
