In Halo 2, it is possible to pick up skulls, and they will remain active for as long as the Xbox remains on. But these were just easter-egg add-ons; in Halo 3 however, once you retrieve a skull, it stays with you to be activated or deactivated in the campaign lobby. No one knows about ODST yet.
