Psychic experimentation was already underway during the Stalin's time, culminating in what was known as PsiCorps and its prominent member, Yuri. As the PsiCorps was not fully utilized before the war ended, they were able to evade Allies' notice in the aftermath and secretly continue to develop their psychic technology. One of their breakthroughs was the creation of the Psi-Corps trooper. The Soviets, however, did not fully trust it for his capability (and potential to rebel) and thus limited their ranks and research with a tight leash.
