Tosen wasn't expecting Hisagi to put a sword through his head and believed him to be out of the fight, so he had not sharpened his reiatsu to protect himself from that attack. The others saw the attacks coming and sharpened their reiatsu to counter the attack. This concept is prevalent throughout Bleach and was explicitly explained by Kenpachi Zaraki very early in the series when he first fought Ichigo.
