The user points one of their hands up to the sky and creates and sends an electric ball upwards. After the beam dissipates a group of black storm clouds controlled by the user forms. The user can command the clouds to move in any direction they want to and unleash a storm of lighting bolts, a downpour of rain to cause floods, send down a hailstorm, or go in front of them to act as a shield. Skilled users can use the Third Raikage's technique to make black lighting bolts, conduct black lightning through the rain, and create black electric hail. Extremely skilled users of this technique can change the storm clouds into a large destructive electric tornado. The ability however drains large amounts of chakra and using the tornado will drain the rest of it making it a last resort.
