Duras was a member of the Klingon High Council in 2265. That year, he participated in a meeting of the High Council following the mysterious destruction of the USS Bombay. During this meeting Chancellor Sturka decided not to attack Starbase Vanguard in the Taurus Reach, and directed Duras to investigate the reasons behind the Federation's expansion into the Reach.
