Major Rakal was an agent in the Romulan Tal Shiar. In 2369, she was murdered by members of the Romulan underground movement so that Starfleet officer Deanna Troi could be surgically altered to take her Rakal for a mission involving the defection of a high-ranking government official and his aides. (TNG: "Face of the Enemy" ) This character was only mentioned in dialogue.
