In 3400 the Soviet Federation introduced the Citizenship Act. This measure was concieved by Keppy as a way to both promote responsible growth and to ensure that those admitted to the federation were awarded the care they deserved. Keppy was concerned that those joining the federation were simply picked by the Premier and that this was an unsophisticated process. The idea was to find a way to ensure that new members of the federation were of an appropriate calibre. The measure was ratified by Soviet membership by a referendum in 3400.
