Woo was a professor at the Daystrom Institute in the 24th century. While there, he had extensive dealings with Vash and twice suspended her membership from Daystrom Institute Archaeological Council. Despite this, in 2369, he attempted to convince Vash to take a lecture post at the Institute following her extensive time exploring ruins in the Gamma Quadrant.
