Alana Lichtenstein is an official for the Immigration and Naturalization Service, presumably for the United States of America on Earth. She is one of many experts interviewed for the television special "Alien Visitation". During the visit to Earth by Moya's crew, Lichtenstein was able to interview Rygel, learning of his position of ruler of the Hynerian Empire. She later discussed this on "Alien Visitation", noting that in spite of appearances, he must have been doing "something right".
