Building this cape rack requires at least 63 Construction, and 4 teak planks. Cape racks can be flatpacked, and bought from the Grand Exchange. Building a flatpacked cape rack does not require the actual Construction level. Advisor Ghrim will accept these for 225 coins after completing the Fremennik Hard Tasks.
