Dave Simmons was a college student who was seen attending a late-night beach party with his friends at the beginning of the Season 1 episode, Seadog (episode). He was able to detect supposed fireworks coming from the sea but quickly realized that it was gunfire, not fireworks. Like the rest of the group, Dave got a huge shock when a bullet-ridden boat washed up on the shore, resulting in the party coming to an abrupt end and causing the NCIS Major Case Response Team to be called in to investigate.
