Portland is the biggest city in Oregon. Although not known for having a high Metahuman populace, the city of Portland did produce two Metahumans of note. One was the serial killer known as Dexter DeFarge, who used his powers to find victims to sacrifice to an otherwordly demon. The other was a Special Crimes Unit officer named Jason Praxis.
