After obtaining High Hall Wine from Bernard at the Healers' House, give it to Bedwyr at the Phoenix Inn in exchange for the limb. Give the Enigmatic Limb to Dr. West in the basement of the Circle of Trust Inn in the Mardaneus Plaza district.
