As captain of the Edge Pirates and one of the members of the Shichibukai, Hooverson is incredibly powerful even for a Shichibukai. Hooverson's mastery of the sword, devil fruit powers, all three forms of Haki, and all six forms of the six powers makes him someone all dare not to fight. Hooverson is able to match other powerful individuals such as Mihawk and Shanks but has a much tougher time aganist X of the Dark Age Pirates.
