The Sith-Imperial Ruling Council was a gathering of both Sith and Imperials in the Imperial capital where they discussed secret findings and passed information of the Empire that the Imperial Senate did not know of. In 77 ABY, the Sith-Imperial Reformation caused the Sith-Imperial Ruling Council to be reformed into the Sith-Imperial High Council in spite of the creation of the Dark Galactic Empire.
