The Iuchi Plains were the wide and flat plains that surrounded Shiro Iuchi, and which used to have strong gusts of wind. Iuchi Shugenja practiced there, but Fire magic in this area was strictly forbidden, because a brushfire could consume the entire area in a matter of hours on a windy day.
