Tonbo Denbe was a representative of the Dragonfly Clan in the court of Toshi no Naishou. He often accompanied Kasuga Hitsuko, the Tortoise courtier, and used his spells to help her in court. He was considered a bit of a lunatic, often seemingly lost in his own mind.
