Phrosoe takes his quest to fanatical heights and orders his minions to capture humans so he may expose them to volatile mutagenes - those who survive are welcomed as Irradiates but those who resist are killed, those who do not survive the process are deemed worthless and thus Phrosoe sees himself as creating a "perfect" world. Ultimately the player-created heroes are sent to deal with Phrosoe and end his murderous ways.
