The Disease Research Center (DRC) in Terminus was an American government agency devoted to protecting the public health and safety of people. In 1988, the DRC was on the frontlines of the battle against the AIDS epidemic. To that end, the DRC had begun infecting sims with HIV in order to test its HIVI formula. The project caused the deaths of 28 sims before HIVI was perfected.
