This particular technique is an advanced application of chakra control created and used by Hibari, although the mechanics are also accessible by those of the Hōzuki Clan and have been apprenticed by them. Grasping the basics over chakra control, one can understand the necessity for being able to manipulate the input and output of one's chakra to the point where efficiency is maintained in technique usage. Taking this a step further, the ability to oscillate - or rather - move chakra rapidly within the body is a technique that allows for a myriad of effects to occur. For example, Hibari has the capability to perform high-pressure Water Release Ninjutsu rather than standard drowning techniques by manipulating this chakra internally. Applying this same oscillation to his limbs and projecting
