Willis Carter is a supporting character who appears in the 6th episode of DiC's Care Bears series, "Soap Box Derby". Along with his friend Benny, he is a conniving boy who took part in a soap box derby race, and was not above cheating to win. He has a rivalry with two girls named Kathy and Tricia.
