We don't know how strong he is, because we've seen too little of his fighting capabilities. He doesn't have a final form because he doesn't have a Sanrei glove - when talking to Uryu, he called the idea of throwing his powers away foolish, so I doubt he'd ever use it anyway. And if he does, how are we supposed to know how skilled he will be with it? Only Tite Kubo knows that.
