Billy Bopkins is a goat mentioned in the Queen Red Riding Hood's Guide to Royalty by a farmer from The C.R.A.W.L. Committee as a possible candidate for the newly formed country in the center of the Land of Stories after the C.R.A.W.L. Revolution. The farmer says he has "great leadership skills and he's more respected than anyone else in [his] village". Billy is rejected because he's a goat.
