Captain Kargan was a 24th century Klingon Defense Force officer and commander of the Klingon Cruiser IKS Pagh during the 2360s. In 2365, Kargan agreed to take Federation Commander William T. Riker aboard as his first officer, under the Officer Exchange Program between the two governments. Attempting to take advantage of Riker's oath to him, Kargan demanded to know the secrets of the Enterprise-D, but Riker refused to tell him. He respected this, telling Riker that if he had told him the secrets he would have killed him where he stood.
